Here is the answer:
To get Artifact 19 you must complete all weapons achievements. You don't have to do them in one game (not that that's humanly possible, as far as I'm concerned). You will get the gun after you die in the game that you got the final achievement. It's in a 3rd weapon slot when you start any new game.
It is a small, sub machine pistol look alike, coloured green and cream. It shoots lightning and uses no ammunition, but recharges. You can't throw it away.
